The Right to Know Law is Pennsylvania's open records law. It requires government agencies in PA to provide access to and copies of public records to the public. School districts are considered local agencies of the Commonwealth and are thus subject to Act 3 of 2008. The Law contains 30 categories of records that are exempt from the disclosure under the Law, including records that, if disclosed, would threaten homeland security or a person's personal security, criminal investigative records, medical records, and certain personnel records. Educational records that are not public records include unpublished lecture notes, unpublished manuscripts, research materials, academic transcripts, and exams and scoring keys.
